Expect disruption in the capital Accra on 21 and 22 September during demonstrations by environmental activists, and plan journeys accordingly. Participants will gather at Revolutionary Square at 14.00 (local time) on 21 September. On 22 September, a protest march will start at Spanner Junction at 06.00 and end at Revolutionary Square. The demonstrations are being held to demand the government address the alleged environmental damage of illegal mining. Although the events are likely to pass off peacefully, localised traffic disruption should be expected.

The National Meteorological Agency (ANM) has issued an orange warning (second-highest on a four-tier scale, meaning ‘severe’) for intermittent rain and possible flooding until at least 15.00 (local time) on 19 September. The warning is in place nationwide, including in the capital Conakry, except for southern areas of Nzerekore region. Adverse weather conditions may cause power outages and short-notice travel disruption, particularly along unpaved roads lacking adequate drainage facilities. The warning is in effect for Bissau and parts of Biombo, Bolama, Cacheu, Oio, Quinara and Tombali regions. Thunderstorms and strong winds are also possible in the affected locations. Expect disruption on 18 and 21 September in the capital Lome during planned power outages to facilitate routine maintenance work. The blackout on 18 September will impact parts of the Atiome, Legbassito and Sogbossito areas between 09.00 and 14.00 (local time). On 21 September, the outage will affect the Adawlato Grand Market and surrounding areas between 09.00 and 13.00. Participants will gather from 08.00 (local time) outside the Multifunctional Centre in El Alto (La Paz) before proceeding into central La Paz city. They are then likely to gather outside the mining ministry. The security forces are liable to attempt to dismantle any roadblocks established by protesters. Any scuffles would pose incidental risks to bystanders.

Exercise caution and expect heightened security following the declaration of a state of emergency (SoE) in Azuay, Bolivar, Carchi, Cotopaxi, Imbabura, Pichincha and Santo Domingo de los Tsachilas provinces. The decree, in place since 16 September, is a response to protests over cuts to the national diesel subsidy (see related alert). It is intended to last 60 days, though it is likely to be extended. The measure limits the right of assembly, prohibiting the formation of crowds in public spaces. This follows an earlier SoE declared in August for Bolivar, Cotopaxi, El Oro, Guayas, Los Rios and Manabi provinces in response to increased criminal violence.

Guatemala City: Exercise caution, expect heightened security in Zone 9 following shooting incidents
Exercise caution and expect heightened security in the capital Guatemala City’s Zone 9 over the coming days following multiple shooting incidents overnight on 16-17 September. Three people were shot and injured in separate incidents of attempted armed robberies near 6th Avenue and 12th Street and 6th Avenue and 6th Street. Emergency response workers attended the scenes and the victims were taken to hospital. Exercise caution and take stringent security precautions near affected areas of Zone 9.

Glendale (Arizona state): Expect heightened security around memorial service for political activist on 21 September
Expect heightened security in Glendale (Arizona state) on 21 September linked to a memorial service for assassinated political activist Charlie Kirk and follow all official directives. The event will be held at State Farm Stadium from 11.00 (local time), with overflow crowds to be accommodated at the nearby Desert Diamond Arena. Participants are expected to start arriving from 02.00. There will be a heightened police presence throughout the city, including around the venues, with President Donald Trump and other dignitaries scheduled to attend the memorial. Although specific traffic restrictions have yet to be announced, checkpoints and road closures are likely on the day.

San Diego (California state): Reconfirm flights, expect residual disruption at international airport following ground stop (Revised)
Reconfirm flights and expect residual disruption at San Diego International Airport (SAN, California state) over the coming hours after a ground stop issued on 17 September was lifted. A disabled aircraft on the runway had caused its closure, prompting the issuance of the ground stop. All inbound flights were diverted to other airports, while departing flights were delayed, as more than 120 flights were disrupted. The runway has since reopened and normal operations have resumed, but flights are expected to be impacted until early 18 September. Expect residual disruption to continue as the authorities clear the backlog of flights.

Exercise caution and expect disruption over the coming days during the passage of Tropical Depression Mitag (known in the Philippines as Marisol). The weather system made landfall over Casiguran in Aurora province (Central Luzon region) of the Philippines on 17 September. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) forecasts that Mitag will intensify into a tropical storm as it moves north-west into the Luzon Strait, exiting the Philippines Area of Responsibility (PAR) by 18 September. It is expected to move towards south-western parts of China, impacting Guangdong province and Hong Kong (China SAR) over the coming days. Heavy rainfall and associated disruption are likely in affected areas.

Avoid political protests on 18 and 19 September in urban centres, including the capital Dhaka, due to the risk of unrest. The Bangladesh Jamaat-e-Islami (JI) party has organised demonstrations to demand the use of proportional representation voting in the February 2026 general election, among other things. Participants will gather at an unconfirmed time on 18 September outside the National Mosque in Dhaka. Related protests will also be held in other urban centres on 19 September, with likely venues being the vicinity of Islamic places of worship and JI party offices. Any ensuing disturbances, such as unruly behaviour or forcible dispersal measures by the police, would pose incidental risks to bystanders.

Separately, at least two people were reported missing following heavy rain on 15-16 September in the state capital Dehradun. Expect heightened security and avoid demonstrations linked to reform demands in the capital Jakarta and other urban centres over the coming days due to the risk of unrest. While attendance at protests over the so-called 17+8 Demands from the People has decreased, rallies continue outside the House of Representatives (DPR) and the Gambir area in Jakarta. Further demonstrations are likely near government buildings and public squares, and those led by students are more likely to be disruptive and turn unruly.

The PISTON transport group is observing its industrial action and holding a related protest in Metro Manila. Meanwhile, the Manibela group, which began its three-day strike on 17 September, called off the remainder of the industrial action earlier on 18 September following a government appeal. Public transport has been significantly disrupted in urban centres, despite the government’s contingency planning. Manibela drivers will reportedly offer free rides to participants in the anti-corruption protests in Metro Manila on 21 September (see separate alert).

The security posture remains heightened. Monitor developments over the coming weeks as the election is key to the truce with the extremist Moro Islamic Liberation Front (MILF).
